Bardium is a city where supernatural phenomena are forbidden, yet beings called Unlaw are born from unstable emotions and develop powers the authorities cannot easily control. A boy named Norman is questioned because four powerful Unlaw have become entangled around him while hunting one another through the city. His unusual ability to understand and respond to their emotional needs may be the only tool capable of preventing their conflict from consuming Bardium along with everyone caught inside it.
