In some stores in the US, as soon as you place a pre-order, a credit card is charged for the book + shipping fee if not free, but the amount is "floating," plus they're paying the dollar amount, so even if $1 = ₱50 or ₱60 by the time of release, their payment is unchanged (unless the book's price changed). However, here in the Philippines, card users are rare, and we can't just charge as soon as the form is submitted because the exchange rate isn't constant, so we've built a pre-order and backorder system around that fact including the possibility of holding and consolidation, and this is another part of it. :)
